    Alcohol is not halal. Therefore most drinks are originally made by Christians and Jews. For the same reason in some Gulf countries every alcohol is completely banned (Saudi Arabia, Kuwait), or severely limited (Yemen, Qatar). Countries with a long Christian or Jewish tradition are generally more relaxed towards alcohol. As far as I know, alcoholic spirits are legally produced in Morocco, Algeria, Tunisia, Egypt, Palestine, Syria, Lebanon, Jordan, and Iraq.
